WHY DON'T WE DECLARE MARTIAL LAW EVERY YEAR FOR THE FLU?

In the U.S., more people die in 3 months from the flu than have died so far in all the world from covid-19. With many nations hopefully continuing their decline in coronavirus mortality rates, the numbers that once somehow demanded martial law don’t seem to add up.
